will be copied illegally.  Without easy access to sources
of public domain or copyright-free material, multimedia
authors are much more likely to break the law.

A simple and easy copyright payments scheme is desirable,
but will be difficult to implement.  The issue has been
virtually ignored up to now but it should be given due
consideration by everyone in the industry, from developers
to manufacturers.
