Sends a 'Client-To-Client-Protocol' message to another user or channel. These are used to perform additional things which standard IRC cannot deliver.
You can normally use /ClientInfo \<nick\> to find out what CTCPs are supported.
The <CTCP type list=>CTCP_> gives more details.
